Chief Digital and Information Officer, Surrey and Borders Partnership NHS FT
Toby Avery is a Chief Digital and Information Officer with a passion to improve health and care. Having a mantra of putting people before technology Toby leverages the Digital opportunity to better serve people.
Having an MSc in Healthcare Leadership and being a graduate of the NHS Digital Academy, Toby is an agent of cultural change who has successfully moved the conversation from a technology centred approach to a people centred approach where collaboration and co-design are at the centre of digital practice.
Toby combines his interests in people, leadership and technology to develop high performing teams that challenge traditional culture and behaviour to deliver safe, sustainable and innovative digital capabilities.
Interim Chief Medical Officer, NHS Digital
Professor Jonathan Benger is the Chief Medical Officer of NHS Digital. Between May 2013 and July 2019 Jonathan was the National Clinical Director for Urgent Care at NHS England and led reform of the ambulance services and wider emergency care system, including implementation of the Emergency Care Data Set. Before 2013 Jonathan chaired the Clinical Effectiveness Committee of the Royal College of Emergency Medicine and served on the College’s Council and Executive.
Chief Information Security Officer, NHS Digital
Neil Bennett is the Chief Information Security Officer at NHS Digital, responsible for leading their Data Security Centre. Neil has over 25 years of experience in the complex health and care sector. Before joining the NHS, Neil worked in the private sector delivering services into the NHS. After that, Neil moved to the NHS spending the last few years running their national scale technology, digital and data Live Services operation. More recently, Neil made the transition into the CISO position.
CHCIO, FBCS, FEDIP LP, Royal Marsden NHS FT
Lisa has been CIO at the Royal Marsden since August 2018, overseeing a comprehensive programme of digital transformation, having previously been CIO at West Hertfordshire Hospitals NHS Trust from 2014. She started her career in the NHS as a Biomedical Scientist (Microbiology) before moving into a variety of technology roles within healthcare, including a stint in Dubai.
Deputy Chief Executive and CCIO, NHSX
Dr Simon Eccles is the national Chief Clinical Information Officer for Health and Care, and head of profession for CCIOs. He is also the Deputy Chief Executive for NHSX. NHSX is accountable for the delivery of the digital transformation program and the whole of the central NHS IT expenditure. Simon has responsibility for digital primary care, the digital transformation screening, and four missions of NHSX.
CCIO, The Christies NHS Foundation
Sarah is a Registered Adult Nurse & Practice Lecturer/Practitioner predominantly working within Acute Medicine with 26 years of clinical and leadership experience. Her current role is a Chief Clinical Information Officer (CCIO) Nursing & AHP The Christies NHS Foundation Trust in 2019. Sarah attained one of the first Florence Nightingale Digital Scholarships in 2020, during the pandemic Sarah set up the Northwest Regional CNIO/Mid-wife and AHP network. Sarah’s passion is digital transformation to improve patient care.
Partner, Public Digital
Tom, who is a partner at Public Digital, literally co-wrote the book on digital delivery ‘Digital transformation at scale: why the strategy is delivery’. Tom was responsible for UK’s first Government Digital Strategy, and served as the GDS’s deputy director for five years. Public Digital is working in partnership with NHS Providers to lead the Digital for Boards programme, working with trusts across the NHS.
Programme Director, OneLondon
Joss Palmer is the programme director for OneLondon – the pan-London programme dedicated to joining up information safely and securely to deliver better care for Londoners.
Previously Joss worked in NHSX and led the publication of ‘What Good Looks Like’ and before that, she co-created and led ‘Connecting Care’ – an innovative and award-winning partnership in Bristol, North Somerset & South Gloucestershire. The ‘Connecting Care’ programme changed how care is delivered locally and continues to deliver benefits.
Joss is interested in the transformational opportunities that technology offers health and care, interoperability, coaching and leading teams and delivering real benefits to the NHS.

Recently appointed as the NHSX CIO for health and social care across England, Sonia’s key priorities are to provide a clear vision for ‘What Good digital transformation Looks Like’ for the nation; support in the best way possible the levelling-up of digital foundations for front-line organisations; suring up local board’s ownership of digital transformation; building a digitally confident workforce to provide new and meaningful ways to empower citizens health and well-being through the use of technology and data.

Dr Natasha Phillips is a clinical academic; a nurse who started her career as a nursing assistant at the North London Hospice before going on to train at Middlesex University. She went on to follow a career in critical care nursing and obtained a BSc Critical Care Nursing from King’s College London. Natasha has held a number of operational and strategic leadership positions in the NHS.
CEO, University Hospital Birmingham NHS FT
Professor David Rosser, who is the CEO of University Hospital Birmingham NHS Foundation Trust and the leads one the most digitally advanced NHS trusts in the UK, has been confirmed as the opening NHS keynote speaker and will set out his future digital vision for Birmingham.
CCIO, Birmingham & Solihull Mental Health NHS FT
James Reed is a Consultant Forensic Psychiatrist and Chief Clinical Information Officer at Birmingham & Solihull Mental Health NHS FT. He was first appointed as CCIO in 2013 and during this time has overseen a range of digital projects including BSMHFT’s role in the Global Digital Exemplar Programme. He is also clinical lead for the West Midlands Shared Care Record programme. James has been involved in the CCIO network since its inception and has been on the advisory panel for the last 6 years and was elected chair in 2019 and re-elected in 2021.
Programme Director, Digitalhealth.london
Jenny is the Programme Director of Digitalhealth.london, a start-up coach and an expert in Femtech. She set up the globally renown DigitalHealth.London accelerator in 2016 and grew Digitalhealth.london from a start-up itself to the organisation it is today. Jenny is an experienced NHS Manager, has a MSc in Healthcare Leadership and an MBA from London Business School.
